Imagine if police officers were armed not only with guns and tasers, but a great superhero power: the ability to predict the future.
Such a power would wipe out most of the crimes that unfold every day. If you know that robbers plan to knock off a liquor store at 3 p.m. next Monday, after all, it's just a matter of getting the right police officers and resources in place to stop the heist before it happens.
Sound akin to the Pre-Crime Unit in the film "The Minority Report"? The good news is that this scenario isn't a complete fantasy. No, police officers aren't acquiring superhero powers anytime soon. But thanks to predictive analytics technology from IBM, law-enforcement officials are getting a better forecast of where crime is likely to occur. And they're already seeing results.
Specifically, Tennessee's Memphis Police Department has launched what it calls the Blue CRUSH (Criminal Reduction Utilizing Statistical History) system, which is supported by IBM SPSS predictive analytics technology. The system allows the police to pinpoint criminal "hot spots" so they can proactively allocate resources and deploy officers to those places ahead of time. These hot spots are determined by analyzing historic crime data such as type of incident; time of day/day of week it occurred; and a number of victim/offender characteristics.

Memphis police officers use past and present information to create multilayer maps of the targeted areas. They can evaluate incident patterns throughout the city—such as a temporary crime spike outside of a concert venue. The program also detects trends, such as an increase in car burglaries on rainy nights. The software can analyze an array of data in areas as wide as the city's entire nine precincts, or as narrow as a single neighborhood block.
